Xavier started working with the Connecting Europe Broadband Fund (CEBF) in 2018 as Senior Advisor and today is a Member of the Executive Committee of the Fund, Executive Chairman of Fibernet (CEBF asset in Finland) and Non-Executive Chairman of the Spanish CEBF operators, Rede Aberta and Asteo.
Back in 2012, he launched dstelecom in Portugal, one of the first open-access FTTH operators in Europe, where he served as Executive President until 2018 and as Member of the Board until 2023.
In addition to his telecom roles, he also serves as a Member of the Board in Fapajal, a tissue paper manufacturer, and in CapitalWorks and Barnatech, financial and investment services firms.
Between 2007 and 2012, Xavier worked as CEO of Movicel, an Angolan mobile operator, and Oni, the leading B2B telecoms operator in Portugal. He joined Oni in 1999, immediately before its launch and held different positions in strategy, technical and sales areas, including the role of CTO for several years.
Prior to that, Xavier worked for the Telefonica Group, where he was General Manager of Telefonica Sistemas in Peru, among other responsibilities. Between 1994 and 1995 he was Marketing Director for Dasar Inc., based in Palo Alto, California. Being of Catalan ascent, Xavier is also proud to have worked for the Barcelona’92 Olympic Organising Committee, as Press and TV Operations Manager for the Paralympic Games.
Xavier is a Telecommunications Engineer, graduated in Economics and Finance from ESADE Business School in Barcelona and holds an MBA from IMD Lausanne, Switzerland. He also holds a Certificate of Olympic Merit from the International Olympic Committee.
